I may sound dumb but I couldn't see where the USB cable was plugged in to get the phone charging ? I know I have to plug the wall charger in it ?

Will any wireless charger charge a gov't ANS smart phone? I tried it but it didn't seem to charge that phone.
Am I right or wrong?
Maybe I didn't do it right.
It was 1 from Target for about $25.00
A cheap one I guess.
