I'm not sure I agree with your perspective that coastal reserves is the dominant WEHR meta. Its been a fair bit since I've either played against coastal reserves myself or seen WM go for them in a high level casted replay. Breakthrough and Mechanized are seeing a bit of a resurgence atm imo. Your USF explanation though was on point, and the DAK explanation was pretty good as well (though I think mentioning that Italian Infantry can also pivot into crew weapon focused strats would have been nice, also not sure how often Bersaglieri get play atm).
I've been seeing a lot of Mechanized recently myself as well. 221 if they have good map control 221 into Whirbel spam supported by Shreks/Marders and then Call-In Panther if the game drags on long enough. Tech-Tied Call ins can't come soon enough -.-
It's not terrible. Not high level play but I've been messing around with it to withdraw early dingos after I don't need them to chase/harrass Kettens and then also withdrawing Humbers and/or Stuarts to double dip early pressure into quick teching. It's also useful to get rid of wounded tanks that you can't repair quickly for whatever reason if it's faster to just build them.

I find the light vehicle withdraw and refit from Heavy armor BG a bit redundant since T4 already has that ability
The idea behind it is that you ignore T4 altogether, stil allowing refit to get churchills
