If you watch the original video, which is now 20 years old and still phenominal, you'll understand why he didn't go nuts toward the end. It would have been totally out of character for the emotional theme of the message.
I don't feel that this is his best live performance of "Carnival of Rust". Several live concert performances were better, especially back when they first released the song. As another comment suggested, please take a look/listen to the Alexander Theatre Sessions performances, which are all incredible.
