An interesting question this brings up is how long term are the effects of the inhibitor chips? Are the effects wearing off or is Howzer just especially strong willed?

The big take away from this two-parter is that the effects of the inhibitor chip aren't permanent. Some of the clones are starting to wake up and question what they've done and what they are doing. The sub plot of what happens to the clones, after Revenge of the Sith, is one of this shows greatest strengths.
Why is the Bad Batch episode audio levels so much lower than the Normies’ mics? To hear the episode you are reacting to I have to turn the volume up so high & then the Normies comments are too loud. Don’t your editors check to make sure the audio levels are the same???
Guys, apart from Twileks and and Ryloth arc, you completely missed this huge fact that Howzer and some of his men refused to blindly follow their programming and questioned their orders. When this episode aired, Howzer’s speech and clones’ defiance raised big questions as to their chip inhibitors wearing off why later on the Empire will resort to Stormtroopers. Forshadowing. This was really big! Don’t forget it isn’t just about Bad Batch with Omega being at the center. It’s the aftermath of Clone army that used to be the shield embodiment of the Republic that converts into the Empire as we know it. Leading to the events of “Rebels” as initial spark of the Rebellion.
