Well Kavana for sure is one of the best pop singers back in the 90's. The song is not just for him.. You cannot measure his level on that contest. I assume its just matter of curiosity why he entered that contest.

He has the voice for the song, in the original tone. He pulled the tone down as much as possible to run away from the head voice part of the "dream it's over" bit so he could it chest voice. The secret charm of this song is exactly that. And then he sang most of it flatting lots of notes. Weird to say the least.
