As the liquid for the dish, yes. But of course you won’t have the sweetness and fragrance from the milk, plus you will have the soy flavour in the dish. The soup would be a bit more watery as the fat content is less in soy milk. Adding a bit more flour to thicken the soup would be a good idea.
