Everything is fine. Blade should rotate in the opposite direction. It should cut from the bottom up position. Else you need to change your handle direction.....
While it is not clear in the video, it looks as if the location of the handle should have been the other way round so that the moving teeth bite into the wood on the underside of the wood being cut, against the base plate, as in all commercial circular saws.

Как на этот вал попала насадка от болгарки, не понятно. После установки пилящего диска, крышка из оргстекла клеится наглухо к корпусу, что не предусматривает его замену. Это первый взгляд на данное изделие, думаю вопросов при изготовлении будет много. Я бы не взялся за его изготовление!

I think you should have reinforced the parts that are glued only with screws. I wouldn't trust the glue 100%. Anyway excellent work.
