Stressing the corals by keeping them out of water is a bigger priority as long as those new coral buds don't get submerged and the coral stays, the cement is fine
I'd like to see the scientific facts concerning ocean temps and coral population. Corals do great in reef tanks with 1-3 degree drops from one day to the next. I like the idea of expanding coral reefs but don't know if scare tactics such as crying global warming, I mean CLIMATE CHANGE as the reason for corals growing as abundantly in the wild.

It’s a very expensive hobby. The reef Reddit community has some cost saving tips, but it is still not cheap
Learned a lot about mixing cement... about growing coral, not so much.
Why not wait until the cement is dryer ? That way the corals don't move
