In my opinion, in order to be a Christmas movie, it must either: A) Take place during or around Christmas time for most of the plot B) have a plot dedicated to or leading up to Christmas. Harry Potter doesn't fit that bill because while there is a Christmas scene in a lot of them, it is only a factor and not entirely relevant to the entire plot.
