You can't wait the nvc letter because sometimes is missing sometimes they sent in wrong address. You need to do check online if your case is ready. And also the petitioner check the email because the petitioner received first the nvc letter through email.then you can print that and start your ds160 and pay your visa fee.

What invoice number they mean? I don't know if same process in Philippines. As far as I know if you have already your nvc letter you can start to make your ds160. Because you have already your case number.

Hey i got my NOA 2 letter may 11 2023 Im stilling waiting for my welcome letter it been 101 days. You wait first your case is ready. And you need to wait the NVC LETTER through email because all the information is written there like your case number. Your case number is very important to start your ds160.
By email. And also you gonna received a hard copy through mail after that. It's good if you received early the email you can send that to your fiancee so that she can start the ds160 and she pay visa fee and do appointment for her medical and interview.

I filed on sep 15,2023 and received a letter of approval on March 18, 2024, from USCIS through mail. Btw mine is processed under the Vermont processing center. Your residential state affects the speed of the process. The letter says i have to wait for a welcome letter from the National Visa Center.
