Tristatestructural: Agreed! Pene-Krete concrete treatment to a properly profiled, prepped concrete substrate is a must. Refer to Super-Krete Specification S-1 for proper surface preparation methods prior to installing most any coating.
Concrete resurfacing is much more of a science than just simple product application and certainly much more than just painting the surface. Existing conditions including hydrostatic pressure can delaminate any of these surfaces in short order, also in most cases if you truly want to do this the right way you need to diamond grind or shot blast the surface prior to product application. We have even seen ARDEX a premium commercial grade resurfacer not bond because of improperly prepared surfaces
