Pumps don't work because of the trash that the "informal residents" throw into the rivers and the drainage. If I remember correctly, there was news about the Pumps PGMA bought and installed broke down because of garbage.
Our drainage systems are no longer at par with climate change impact of intensified rains and typhoons and with more areas becoming cemented and built-up areas, our grounds can not easily absorb run-off waters. Thus, more appriate technology and infrastructure are required - drainage systems need to be at least 1 to 2-storey high underground.

We all know why flood controls don't work in Manila. Squatters use the sewage systems as a dump site. Rivers are riddled with trash. In some areas, such as Quiapo, Filipinos even purposefully block and clog the sewage and drainage systems so that when it floods, they can rent out their boats. Is there any reason why Filipinos are wondering why there are floods?

You just simply said the gov't did not do something to monitor the drainage system. LGU must be the one to do that but without the strict implementation from the leaders above then then ground workers will also do nothing except waiting for salaries. Where are the 5,500 flood control? Dapat po kasi kapag ganitong malapit na ang tag ulan maglinis na ang nasa gov't ng mga drainage at paghandaan at wag isisi lahat sa tao. Ang kaso pagnanakaw ang ginagawa niyo diyan sa mga position niyo, kung lahat ng pera ng bayan inilalaan niyong lahat sa bayan hindi ganyan kalaki ang baha.
It doesnt matter how many drainage systems they build or improve, if the people in those areas continue to dump trash into the waterways and on roads and roadsides, they drainage will never be effective, the fault lies on the people too, if anything the government should focus less on building new drainage and focus more on prsecuting those who litter and dump illegally.

Maybe the government will be more strict with construction companies. Clogging of drainage are sometimes cause by sand and cement filling up our drainage system. Maybe before the rainy season the government strictly start cleaning and unclogging all drainage system in MetroManila.

Spend a few minutes walking around the areas closest to the waterways and you'll see trash everywhere. You'll see the poorest areas in which the canals are their number one trash can, you'll see the informal businesses throwing their garbage on the sidewalk or into the drainage. Blaming the government is the easy way out. I watch people just throw their drink bottles or wrappers on the floor EVERY day and if you say something you get stared at or sworn at. The truth is littering is the norm in most parts of the Philippines and it will likely never change until the people change their mindset.

One factor that contributes to flooding, which most gov't technical staff or so-called experts do not see is drainage outfall...the seafront, or what people call " bukana ng mga ilog "...all surface water not absorbed by the surrounding lands, end up to seas and oceans...unless they are dredged enough to provide free flow of water from rivers..it is very common for mouths of rivers to have sandbars, barring flow of water...of course, garbage thrown by people that clog street drains...lakes and riverways with bottoms or beds not being dredged enough, resulting to lesser volumes of water held...one way is for SMC to dredge the sea outfall, not only the bottom of Pasig...please consider this comment in your program, DPWH and MMDA...

Nakakarindi na you can't blame one without blaming the other.. kasi it's correlated naman talaga. Reinforcements for proper disposal of waste that clogs drainage systems should be the govt's initiative followed by the Manileños call to self-urgency to abide and be disciplined.
Proper waste disposal is one, but the major tasks of LGU are solid waste management, mitigation projects such as 2-storey canals especially since urban areas are highly built-up / cemented areas.

The sewers are overwhelmed because of the strong rain and trash. The government needs to do something about this. BUT the people now should take responsibility of not throwing trash everywhere the government spend millions in cleaning operations, Surprise surprise surprise its the people fault because they throw trash.
At the end of the day, if the people would stop throwing garbage everywhere, this would be less of an issue. I understand why there is some frustration being aimed at the government but citizens need to take some responsibility here too. Almost everywhere I have been in PH literring and trash are an issue. People living along waterways in NCR often just throw their trash into the river itself, people drop can, bottles, plastics bags etc while walking all the time. Every beach I have been to that is full of people is guaranteed to be full of trash except in places in which literring is policed efficiently. It's time the Filipino people learned to keep their environment clean.

Maybe the government will be more strict with construction companies. Clogging of drainage are sometimes cause by sand and cement filling up our drainage system. Maybe before the rainy season the government strictly start cleaning and unclogging all drainage system in MetroManila.

@@kevin2021 You cannot expect tehm to collect ALL thje garbage every day. The people should know better than to throw their garbage everywhere. Spend a few minutes walking around the areas closest to the waterways and you'll see trash everywhere. You'll see the poorest areas in which the canals are their number one trash can, you'll see the informal businesses throwing their garbage on the sidewalk or into the drainage. Blaming the government is the easy way out. I watch people just throw their drink bottles or wrappers on the floor EVERY day and if you say something you get stared at or sworn at. The truth is littering is the norm in most parts of the Philippines and it will likely never change until the people change their mindset.

Govt and its constituents: the residents of Metro Manila should work hand-in-hand to mitigate this issue.. Nakakarindi na you can't blame one without blaming the other.. kasi it's correlated naman talaga. Reinforcements for proper disposal of waste that clogs drainage systems should be the govt's initiative followed by the Manileños call to self-urgency to abide and be disciplined.

The government needs to do something about this. BUT the people now should take responsibility of not throwing trash everywhere the government spend millions in cleaning operations, Surprise surprise surprise its the people fault because they throw trash.

At the end of the day, if the people would stop throwing garbage everywhere, this would be less of an issue. I understand why there is some frustration being aimed at the government but citizens need to take some responsibility here too. Almost everywhere I have been in PH literring and trash are an issue. People living along waterways in NCR often just throw their trash into the river itself, people drop can, bottles, plastics bags etc while walking all the time. Every beach I have been to that is full of people is guaranteed to be full of trash except in places in which literring is policed efficiently. It's time the Filipino people learned to keep their environment clean.
And to achieve that must have strict implementation of law ..
