Hi, there are several other pieces of software that can do the same, here are few: EaseUS Partition Master, AOMEI Partition Assistant, Paragon Hard Disk Manager. All three tools support the creation of bootable USB drives.
the reason you got the error and normally could not format in fat is cause you used a 128. If you had used a smaller size like the 16 or an 8 they all format fat32 default
