You know if Zeratul didn't find the dark moon, he'll depart Char and rejoin with Artanis forces to strike Char Aleph. Upon their defeat and returns to Shakuras, Zeratul would done his formal attire (Dark Prelate skin on HotS) and lead the Nerazim faction to prepare the invasion on Aiur and then invade Char to kill Kerrigan.
But since the Dark Moon event unfold, he exiles himself from the survivor group (I believe it's Karass the High Templar on the next mission briefing) and go on mad prophecy quest. Then the survivor would return to Shakuras and brings the news of their failed attempt to recover the Matriarch, and that the Matriarch was mind controlled which leads Zeratul to kill her.
Without Zeratul returning to Shakuras, final words of Raszagal to ask Zeratul to lead their people was never fulfilled, and the general populace only know that the Matriarch dies by Zeratul hand. This leads Vorazun to hate him and make the Daelaam outlaw Zeratul for failing to save the Matriarch and kill her.

Let's give it to Kerrigan, the UED was strong because they were large and attacked each faction separately. Kerrigan managed to unite both the zerg, the protoss, and the terran of the sector. All of that while weakening each one simmultaneously.
She knew only the Kuprulu sector together could destroy the UED. By then it was too weak to do anything, and so was everybody else.

You gotta feel bad for Zeratul at this point. He inadvertently caused the Invasion of Aiur by accidentally leaking its location and now he has to kill his own tribe's leader and possible maternal figure. Despite being an experienced Nerazim he unwittingly caused his people's decline twice.
At the end of BW he is a scarred from his failures and terrified of what he saw on the dark moon. In the Dark Templar Saga he learns to overcome his grief for killing the Matriarch and uncovers unsaid truths about the Xel'naga (and the "energy creatures" that keep popping up but are never mentioned in-game) and is anticipating for his own "judgement day" from his peers on Shakuras. There is one thing about this mission that I never understood. What did Zeratul ever do to Kerrigan so she would take revenge on him? Unless there's something in the novels or in the cut missions, the campaigns never show anything Zeratul did to warrant revenge. If anything, Kerrigan was committing ruthless massacre and backstabbing left and right. And yet she wants to take revenge on someone who never wronged her and mostly struggled for survival for pretty much the entire time of Starcraft's plot.
