Here Are The Steps for NVIDIA Settings for Premiere Pro or Fix Premiere Pro Not Using NVIDIA GPU for Rendering
1. Open NVIDIA GeForce Experience
2. Click Drivers
3. Click This Three Dot
4. Make Sure Studio Driver is Selected
5. Click Check For Updates
6. I Already Have Latest Version of Driver
7. Close GeForce Experience
8. Open NVIDIA Control Panel
9. Click Manage 3D Settings
10. Click Program Settings
11. Click Add Button
12. Scroll Down Until You Find Premiere Pro
13. Click Adobe Premiere Pro & Click Add Selected Program
14. If Adobe Premiere Pro is Not Available Than Click Browse
15. Click C Drive
16. Open Program Files Folder
17. Open Adobe Folder
18. Open Adobe Premiere Pro Folder
19. Scroll Down Until You Find Adobe Premiere Pro
20. Click Adobe Premiere Pro
21. Turn on Antialiasing - FXAA
22. Scroll Down Until You Find CUDA GPUs
23. Click CUDA GPUs
24. Select Use these GPUs
25. Tick Graphic Card
26. Click OK Button
27. Scroll Down Until You Find Multi-Frame Sampled AA (MFAA)
28. Turn on Multi-Frame Sampled AA (MFAA)
29. Select Your Graphic Card in OpenGL rendering GPU
30. Set Texture Filtering Quality To Quality
31. Turn on Triple buffering
32. Click Apply Button
33. Close NVIDIA Control Panel
34. Open Premiere Pro
35. Click File
36. Click Project Settings
37. Click General
38. Select Mercury Playback Engine GPU Acceleration (CUDA) in Renderer
39. Click OK Button
40. Click Edit
41. Click Preferences
42. Click General
43. Click Media Cache
44. Click Delete Button
45. Click Memory
46. Keep less RAM reserved for other applications
47. Make Sure Performance is Select in Optimize Rendering For
48. Click OK Button
49. Click File
50. Click Export
51. Click Media
52. Select Format As H.264
53. Select Your Preset i Usually Use TH-cam Preset
54. Click Output Name
55. Set The Location Where You Want To Save Your Video
56. Make Sure Export Audio & Export Video Are Checked
57. Click Video
58. Set Frame Rate According To Your Video
59. Tick Render at Maximum Depth
60. Set Performance To Hardware Encoding
61. Set Profile To High
62. Set Level To 4.2
63. Set Bitrate Encoding To VBR, 1 pass
64. Set Target Bitrate To Anything You Want I will Set it to 20
65. Tick Use Maximum Render Quality
66. Click Export
67. Done!

Thank you! Had issues with Premiere Pro not using my GPU anymore although it was working fine earlier in the day, but following the steps (besides the Anti-Aliasing setting) in this video solved it :)
Finally!!! Thank you so much for this. This happened to me randomly mid edit on a 1080ti on the latest Premier 2022 22.5. I could not fix it for the life of me, no other tutorials were working. These settings in the Nvidia manager got it fixed finally. Cheers!
