Right, I too just noticed it. The 4 hallelujahs at the end except the very last, he is singing a D note instead of F#. Similarly, there are some not so noticeable word mishaps (sung words not matching the printed text) - for example, "forever, and ever" is sung as "forever, forever".
I suppose you could, but the higher notes 'lift the voices up.' You wouldn't want a piece like this to sound at all dour. After all, it's HALLELUJAH! ;)

No. That’s literally the bass part that was originally written. Basses don’t always have to sing so low. This is a song a of joy so Handle decided to write the bass part a little higher in their range

Setting playback speed to 0.75x allows a really new singer to learn the notes. Then when comfortable, set to full speed.
