Satellite Internet, especially with low earth orbit systems, depend on ground stations. While they can hop from one satellite to the next, it's not feasible to go around the world that way. So any Chinese satellite providing service in the USA would need to set up American ground stations. Probably won't happen, but if they do it, it won't be used for sensitive communications.

Satellite Internet, especially with low earth orbit systems, depend on ground stations. While they can hop from one satellite to the next, it's not feasible to go around the world that way. So any Chinese satellite providing service in the USA would need to set up American ground stations. Probably won't happen, but if they do it, it won't be used for sensitive communications.

Most people can't afford or don't use Starlink. 4 Million are subscribers of Starlink now. A person with the right equipment and an account can use it almost anywhere on Earth. Some Starlink satellites also work with cell phones so you don't need that internet antenna.
China demands payment in other forms than direct monetary for infrastructure they offer. They “lend” to a high “interest rate”. Political submission is one form of payment. Really, just having control of the infrastructure gives them direct political control.
