Otherwise if you are looking for an international metropolis with architecture, culture, nightlife, arts, walkable streets with public transportation etc. Buenos Aires is for you. With all due respect for Paraguay, there is honestly no comparison with Buenos Aires Argentina. They truly are in different leagues.

Argentina has some of the best places in the world. The Patagonia is ridiculously nice. The glaciers. The Iguazu waterfalls. Buenos Aires is the most similar city to Paris in the world, with its differences, of course. Argentina suffered too many economic crises but BA was built and conceived so well 100 years ago, that it's incomparable to any other city in South America. I lived there for 4 years. Paraguay is growing a lot and doing very well lately but still has a very long way to go.
Some other disadvantages of Buenos Aires; the winter does get really cold. When I was there last time (June 2023), other expats told me it's very bureaucratical to get a tenancy agreement for an apartment there.
Just a couple years ago, I was considering a close proximity 3 flag plan in Paraguay, Uruguay and Brazil, but now a days, replacing Brazil with Argentina seems like a wiser change.
Because Paraguay doesn't have hospitals for the poor. So, people would cross the border to any frontier with Argentina and have the babies for free in Argentina. Bolivians do the same. Argentina always felt pity for them and took care of them all not only for delivering their babies but for any health problem, expensive cancer treatments, organ transplants, etc. Nowadays Milei is changing that. All those children were automatically Argentinian from Bolivian and Paraguayan parents. Thus, those children had all the benefits they could get from Argentina. Paraguayan immigrants in Argentina work in construction and they are good workers. But many of them drink too much, Bolivian also drink a lot to the point there are many alcoholic Paraguayan and Bolivian immigrants in Argentina that drive under the influence and don't even have car insurance. And also, these immigrants move into bad neighborhoods where the police don't even go due to it being too dangerous. Inside those neighborhoods they get all the services but don't pay for it a penny. Its all free. Thats why they all move to Argentina. We hope Milei or a future government will deal with these issues. Its all paid by the taxpayers.
If you make a 7-figure income while living in Paraguay, and you have a second passport (a good passport) it makes no sense to keep the American passport or green card. You can beat 0% income tax.
