I was finally told that if the doors were unlocked, then the lobby was in fact a PUBLIC AREA WHERE ANYONE HAS THE RIGHT TO ACCESS AS WELL AS THE PROTECTIONS UNDER THE CANADIAN CHARTER OF RIGHTS AND FREEDOMS AS WELL AS CONSTITUTIONAL PROTECTIONS. The police policies are legally unenforceable under the law. The threat of Trespass of Property is also legally unenforceable in a court of law! The public are not legally bound by Police Department Policies which contradict the Canadian Charter Of Rights and Freedoms or the Canadian Constitution! I suggest that you contact your local Police Services Board for a Legitimate and Legal Answer, however they won't give it up easily, that I can promise you! Great Work My Friend Russ

Ask the people what? I do talk to some homeless but I keep them off camera for the most part. I like the channels where people interview homeless people but it’s not what I do. And I know what’s downtown in the core. I travel it a lot
Please do an open records request for the no recording policy along with all supporting documents used in crafting the policy including the opinion of counsel that the policy complies with the US Constitution in that the policy must serve a legitimate public purpose and is the least restriction possible of an individual's rights. If their reasoning is as described by the officer (confidential matters are discussed in the public lobby), then they are admitting to being negligent because any so-called confidential information can be overheard by other members of the public who are present. That, alone, destroys any claims to confidentiality. In reality, this is another step in increasing the distance of the citizen from the government so as to remove accountability to the citizen.
