Yes, it is. From Yakuza 4 to now, the health bar (defense ability) of bosses in either mormal or legend(Ex-hard) difficulties is the same. The only difference is their attack power.

ほんとだ 3回目のエド戦で飛んできたやつを喰らってますね
ノーダメージでボスを倒せばいいだけだから一応ボスは倒せてるんで雑魚の攻撃のダメージは含まなくていいでしょう。
