Ballon d'Or awarded to a player based on his individual performance AND achievement. "Being the best" is very a subjective statement, and as such, it creates unresolvable dispute. Like in science or any other area, the award is given to the one with the most outstanding result, because it is almost impossible to say what scientist is the best. One can not say that a person with highest IQ is the best if he/she can not create any good thing. Messi is phenomenal but if he can not win any major trophy, like this season, then he does not deserve the Ballon d'Or. Back when the award was still managed by France Football, the number one criterion was always trophies, and I agree with that. Lately Ballon d'Or tended to favor Messi or Ronaldo, even when their achievements were not as good as others (this indicates that individual performance is weighted higher already).
