I've always perceived this track as the ocean screeching in pain as it gets polluted, and the laughing being those who pollute it. Most likely not the actual intention, but it adds a lot to the story.
idk why but i perceived it as 2-D's insanity or something, since Murdoc kept 2-D in Plastic Beach against his will to do music this was probably marked as his slow fall to insanity (or i don't know, i don't know the lore of the album nor the lore of gorillaz)
