The best way to break a substitute abuser is to use moves that directly ignore it. The ability Infiltrator ignores substitute like screens and sound moves ignore the substitute regardless of ability, unless the substitute is with a pokémon with soundproof.
Depends of the damage to know. 1-Hit-KO moves have no power number, and Z moves with those kind of moves deals a certain damage and is not usually much, Giga Impact has 150 of power, which makes the Z move be at its strongest. So use a Z move based on a 1-Hit-KO is not good. Edit: I saw the damage, is definately Giga Impact.
