- On 3 July 1988, during the Iran-Iraq War, the USS Vincennes launches missiles which bring down Iran Air Flight 655, killing all 290 people on board. The crew of the Vincennes claimed that they mistook the airliner for an Iranian Air Force Grumman F-14 Tomcat fighter, but Iran believes that the US deliberately shot it down.

I love how they explain how high tech the systems are on the ship , but yet could not tell the difference from a passenger liner from a F 14, and my God , why would you get medals for this ?

As high tech a ship can be, there is always "possibility". Especially during war stress and when just a year before you've been attacked first by a plane that identified as civilian jet airplane actually modified to carry missiles (USS Stark Incident). That is part of the risk working near or in the warzone.
Also, it happened back at 1988. Back then Internet & GPS hardly existed yet, even on commercial level. If there is a thing I agreed with the internet, it would be the "medal" stuffs which shouldn't be given.
In the US you get pardoned for war crimes you were convicted of. It’s what we do. We are the worlds leading terrorists.

If US military and all its personnel were properly held responsible for all their actions they would be number ones in the world in execution numbers.
Serving in the US NAVY myself for 13 years and being aboard a nuclear class submarine, without a doubt this captain was looking for someone to fire upon. We've had so many discussions about it and I've never met any sailor who agrees with the captains actions. He intentionally went within 3 miles of shore, he was told multiple times it was a civi airliner. Of course the navy found him innocent, in there eyes 120+ future enemies were killed

That captain was warned
But in reality he had a life or death situation

I would disagree that the captain was looking for someone to fire upon as A.) He was already in a naval battle.
B.) He had 10 warnings sent out,
and C.) He waited until THE VERY LAST MINUTE to shoot. No one looking for someone to shoot waits until the last minute, if he was he'd had fired off the missiles as soon as he possibly could.
I hope these stupid sailors got punished! What a disgrace to humanity and to the US military they were.

He had other ships in his tactical control more than appropriate for the situation, something which has been pointed out by multiple commanders.

As an American - the US was in the wrong here. Saying the plane was descending when it was ascending, and not identifying the plane on comms either. The medals at the end was just horrendous. I feel sorry for the innocent people who died.

I had no idea this happened. I live in Texas... it's messed up and my heart goes out to those lost and their families.
I'm from Texas, too. I didn't know about this until I became an adult and researched more about the Cold War, US-Persian relations, and why they chant, "Death to America."
Originally, it was puzzlingly how Iranians were so opposed to US foreign policy in the Middle East, but also opposed to terrorism, ISIS, al Qaeda, and Wahhabism extremist, but not American citizens.
I believe this attack was unintentional, and I'm glad the US government finally compensated the families of the victims. I only wish that since the "War on Terror" has essentially ended, the US media and educational system would explain the details of US involvement in the Middle East, Persia, and the creation of the Afghan Mujahedeen.
I'm definitely not supportive of the Iranian regime, but I believe you can definitely be a US patriotic, while holding American politicians accountable for international actions done on behalf of the American people.

The CIA operations in the Middle East, and the shootdown of Iran Air 655 are more widely known now because of TH-cam.
There may have been a documentary about it on the History Channel, but it's not as well known as the Soviet shootdown of Korean Air 007.

No one was charged as it was an intentional operation, read more about how CIA works to destabilise other countries for their own gain and to capture natural resources of other countries. You won't believe after reading about their working style and the kind of military and non-military operations they have done to cause murders of innocent people for personal gains.
Yes, he should have been punished, but the system was poorly designed to show ascending and declining altitudes of aircraft. If you are going to build a computer interface where the utmost importance is the altitude and delta (change of) altitude in aircraft, the Navy built their interface to obfuscate both in the 80s, making such errors all but easy to make.
in fact, the flawed system they used to identify aircraft and the flaws in their computer interfaces, it is a wonder that the US Navy didn't shoot down other civilian aircraft on a yearly basis.

What if it was an US airliner shutdown by another country's missile in US territory???

Even IF Captain Rogers was justified in firing on Flight 655, I think it was very inappropriate for the US Navy to award the medals that they did.

Given the VERY LIMITED information that can fit into a 50-minute documentary, I can understand how this happened AND am sad that it did.
This reminds me a lot of the episode about Avianca 052. Both cases had serious defects in communication that contributed to tragedy. But unlike in the Avianca case, most of the communication issues in this situation seem to have happened on the ground (well, water):
-- the badly designed interface that led the officer to hook the wrong plane
-- the unclear timetable of commercial flights
-- the limited ability of the Vincennes to communicate with civilian aircraft, which strikes me as odd because it seems like the ship could reasonably expect to need to communicate with civilian pilots at some point
-- the disproportionately small number of attempts to use the one civilian frequency that the Vincennes *could* access
-- the misleading speeds cited in the warning messages
-- the omission of any requirement for the communications officers to use the unique code in communications
-- the total reliance on people's reports without double-checking on the available displays
-- and most of all, the report that the plane was descending instead of ascending
I don’t buy the “unclear timetable of commercial flights”. I’m just a plain civilian with some curiosity about aviation and even I know clearly departure times are given in local time of the airport where the plane is departing. No matter where in the world you are, the system will show local time AT THE AIRPORT, not where you are located.

This was an accident… America gained nothing from doing this on purpose and let’s be real after seeing Israel now the US does have morals. If there was any ill intent, they would’ve destroyed all those gunboats happily, but like you said, it was literally a chain of events like everything in life. You 100% have my support, this was a horrific “mistake” (I say mistake only because that’s what it’s called here). The rewards given out afterwards, the medals. Well they are not respected and instead of bringing honor to the men who received them, they serve as a visual reminder of the dishonor those men displayed and what a disgrace the US Government can be at times.

My condolences to the people who lost their lives on that tragic day. As an American I felt ashamed and disgusted for shooting down that plane due to the incompetent individual. The captain and his crew deserves jail time not a medal and this is a good example of abusing their power. I’m for humanity and not for nationality.
The guy that made the call, saying "descending at high speed" is DEFINITELY "RESPONSIBLE" for this tragedy, he made a wrong call, a FALSE CALL that gave all the others the impression an F-14 was fast approaching and they were gonna be under attack!

when you’re looking at a military radar display, tracking an incoming plane it’s not that difficult to make such a mistake especially in the heat of battle while your ship is already being attacked by Iranian gunships. I was A HAWK missile operator from 94 to 00 and I don’t recall in procedures where we would recheck a report of descending altitude
The Iranians knew they were conducting military operations in the area they should’ve kept all of their civilian traffic clear of the fighting. The Iranians have a very bad track record of such things. in case you forgot or did not hear they The Iranian shot down a civilian airliner that is just taking off from their own airport Last year. Killing some 200 civilians. So apparently the Iranians have not updated their procedures for their military rules of engagement
My biggest question here is that did not a single person on board with access to the sky have binoculars? Commercial jets are EASILY visually distinguishable from any military fighter due to their swept wing design. Did nobody even TRY!? Like at that distance, the plane is within visual distance at 10 miles.
I’m pretty sure that at the time there may have been some passenger planes converted into military aircraft.

This story is tragically heartbreaking. Initially I was empathizing with the difficult choice the captain faced. However, the commercial airliner was ascending, not descending. And as it turns out the US Navy ship was in Iranian waters and the flight was in an international airway. It’s no wonder the people seem to hate us around the world, these guys ended up getting a medal, while hundreds of innocent people died. I am disgusted, we need to completely change our foreign policy around the world. Utilize our own energy resources here at home, have a strong powerful military here, but no more undeclared wars around the world. It does far more harm than good
If you want influence in the world you need to first demonstrate power. The US gets involved with so many international issues because if it didn't, countries like China or Russia would dominate and undermine the US influence in the world.
Just look at China, economically enslaving countries so they can gain control and influence over them

The com air didnt have that radio because they are designed as a commercial plane, even Airbus don’t have that radio, the us navy investigating team also said and admitted it. The us navy broadcasted 3 warnings but it doesn’t indicate to whom that warning is because the us navy said that they are broadcasting a ground speed not an air speed and the speed is much faster than what the com air is flying… so the captain of com air will ignore that of course because they’re indicating the warning for something that is in the ground not in the air. That is the report of the officials of the u.s navy itself.

As an American, this is a disgrace that they received medals after this tragedy. Instead of being given an award, they should be put behind bars and serve time for this incident. It’s even more shameful that they couldn’t admit their mistakes or give a formal and sincere apology. That thing was so fishy, I really wish I could believe the accidental scenario that was given by the crew and us navy report. The actual facts, the violation of territorial waters in direct line of the commercial flight path, the constant misinterpretation of the targets information, the disregard for the correct information plus the commendations given by the navy to officers responsible, makes me think this is no innocent accident at all.
Apparently someone else had a score to settle with Captain Rogers. Nine months after the shootdown of 655, his wife Sharon was waiting at a red light in the family's minivan in San Diego when a pipe bomb planted on the vehicle exploded. The minivan immediately burst into flames, but Sharon managed to escape uninjured and nobody was hurt. The bomber's identity has never been found, and as of 2003 it remains an unsolved case.

With the information given, the history of Iran, and the burden of responsibility, there was little choice.
In a nutshell, you are telling me the US Navy failed to identify the difference between ascending and descending, ignored that the aircraft was squaking 6760, and gave most of the distress calls on the wrong frequency. When they gave the calls on the right frequency, they were incorrect. So, even after all of this, the crew received hero's welcome, and we're not accountable. They killed 200 inocent people.

This was incredibly frustrating to watch considering Mayday episodes are almost always completely focused on the air crash victims. Even the episode on the flight downed by the Soviets focused on the air crash victims, with the Soviets only being brought in during investigation discussion. It feels deeply disrespectful to center the narrative around the perpetrators of the crash while almost entirely ignoring the passengers and crew's final moments, as is standard.
I understand your frustration, but if we tried to address every aspect of this tragedy, the movie would be 18 hours long and no one would watch it at all. I do hope someone has done the video that you describe. The passengers and crew deserve to be remembered, by name, individually. War is so senseless. Evil is everywhere, but I don't think anyone involved was evil. They were just the actors doing as they were told. The truly evil ones are the ones who demand control and power. omg I remember this. This CLEARLY showed errors by members of the ship's crew. One didn't know how to operate his station properly to track the correct plane!?!?!? Another didn't know how to read the difference between a descending and ascending plane? Stress is no reason. This is their JOB and it is a job of life and death. There is no excuse. Anyone incapable of handling the stress should never have been allowed to pass psychological testing. And finally, the person didn't double check instruments and instead just trusted the word of one person. What the hell.

Unfortunately when you go through the recruiter, MEPS, basic, AIT/A-school, then to your duty station, nowhere in that path do they check your mental stability or do a psychological evaluation on you. I was in the Army and I’m not sure if the Navy ever did it the same way, but as long as you passed at a certain percentage of whatever they were training you on, they’d let you graduate. If you got too many no-go’s, you’d have to restart training. This ship probably got a bunch of pisswads that barely passed A-school and/or any subsequent training they were given which contributed to them messing up this badly. They probably also didn’t do any pre-deployment readiness drills either to make sure they were on the up and up. This is why on this day, all of them were acting like dumb butts. Unfortunately, they’re not admitting they made a mistake and given the fact that the Navy at that time incorrectly given them medals and wrongly cleared them of wrongdoing, these guys are too arrogant to admit that they screwed up. They probably know deep inside they did, but I think to cope with killing all of them people for no reason, they’re not going to accept it. That would’ve drove them crazy if they did.

Oh the US did aknowledged in 1996 before the International Court of Justice that is was a ‘great human tragedy’ and offered their ‘deepest symphaties’. In that agreement, the US was not to hold legally accountable for the shooting of the commercial plane in exchange for 61,8 million dollar in compensation on a ‘volunteering’ basis. (213,103 dollar and 44 cents per victim)

What would you have done? They NEVER responded and they tried to contact them.. Its easy to judge when you're not in the position to save your crew or take that chance. Stop judging if you're not in that position.

The shipcrew read everything false, the ID number, they were actually ascending and they could have known that planes dont always 100% on time. Its a total crew failure and the plane did nothing wrong. I think the captain did the least things wrong though as he just got those infos and by those, he needed to shoot it down. But awarding them afterwards with medals is just even more crazy

Im an iranian. We do not judge american people base on political decisions of the government. We respect american people. And i was so amazed by how honest most of the comments are. This was indeed heart breaking. What made it more heart breaking for us iranians was the medal. No one deserves to die that way.

The troubling thing is, not only the US never apologized about this horrible mistake, they even gave the guys behind the shooting medals when they returned!
I thought Regan apologized for it a year later. Then the US paid a large amount of reparations to the victims' families.

But the US did pay $400,000 'voluntarily' to the victims families. As far as I know, no Navy officer was punished for the horrific failure.

Perhaps I would feel some empathy for the person who made this decision if he had shown some remorse. Personally, I don't think I could live with myself knowing I was responsible for the loss of 316 innocent lives, but the captain not only lived on, but also sat there finding justification for his actions and looking like what he did was right. The plane did not show any sign of being a threat and it was an Iranian plane flying through Iranian air space. US militarry ships should not have been there in the first place. What a horrible turn of events. The captain should have been suspended at the very least, but instead he got a medal and for what?
The funny thing is Iranian f14s are not carrying any air to ground missile or something like that and f14s are only used for air-to-air combat !

I totally agree. Even though they should've been punished either way to make it clear such mistakes were not to be tolerated, I might be more understanding if it weren't for the way he and the higher ups acted like just because his intentions were proper, this means the actions were as well.
Edit: okay I wrote this before I finished watching the episode and I just finished and now I feel a lot less empathy hearing about how they acted before even running into the plane

I wrote my original comment before finishing the episode and while it wasn't something to be forgiven necessarily, it seemed at first like human error that was definitely horrible, but unintentional. Once I finished the episode, I'd completely changed my opinion, but it felt disingenuous to delete my comment.
It is extremely disturbing to see that this whole "critical threatening situation" was completely made up in their own, tunnel vision, military minds, including decision data such as "aircraft descending" information. The equipment may have been state of the art but the personnel interpreting it imagined a threat that wasn't there. They said they warned the aircraft several times when they didn't even transmit the warnings in the proper frequency, they didn't even think that there could be the possibility that the civilian crew never heard them and simply "checked the box" of appropriate warnings performed.
They not only got away with murder, they got a pat on their backs.

You did watch the video right? Where they warned the aircraft to the best of their ability and didn't get a response? It's easy to Monday morning quarterback until your body is in the firing line and in a full on battle. That crew did their jobs and it's Iran to blame for creating this situation. Focus the blame where it belongs.

People forget that a year before this incident, the American boat had been attacked by the Iranian fighters. Once bitten twice shy. In any event the Iranian flight did not respond when inquired upon. The question is - was it reasonable to use maximum force in the circumstances. Was an attack reasonably possible after considering all the factors. It's not like the US navy shot at the plane before taking steps to inquire on the plane
