      no , education cannot be a simply contraceptive as there are many communities , groups , ethnic tribes which are driven by the motive of population growing of their community. not targeting anyone. yes , education can be a way but not a sole method. that is why country is need of some urgent policy implementations. as we look at the fertility rate of various states , there are many states with literacy rate higher than national average, but still fertility rate higher than national average. FOR EG. assadudin owaisi - barrister from england has 6 children. so, this can give us a broader picture.

    Well, Population control is always a decent way of moving towards right path when it comes to the development of a nation as a whole .
    The question that may arise in the minds that why theres need of population control , the simple answer is that this ensure quality of well-being and normal participation in workforce and education which not superfluously congest and create a kind of chaos like scinerio.
    For the purpose of the very move , the Uttar Pradesh govt has decided to adopt two child policy which is being supported and protested against it. The two child policy directly Barr the third child and parents of the third child from various incentives while those maintain this would get a proper education facilities to the two child in addition to job promotions to the parents.
    Not moving much on the policy , is it required in india , especially in UP or not . As the data suggests it's not much needed in UP as the rate of TFR is decreasing in addition to that of population as well. Uttar Pradesh's population is more than that of Russia which is a but eye raising fact but the diminishing rate shows its not reqd in this period of time.
    Taking China as a an example that led to the consequences of one child norm are reduction in the fertility rate of the country in addition to the low labour and wide gender gap . Wide gender gap is because the parents of china are either abort their girl child or abandon them for a boy child as the norm confine the parents to have a single child .
    So , UP doesn't need it abd it should adopt a policy like bihar wants to adopt be giving greater emphasis on health and education especially for women and girls which directly lead to reduction in child birth. By the way there are some major reasons behind hefty population and they
    are -
    1) Low age marriage , ie child marriage that leads to early and frequent child birth . So it is require to fix the problem through proper implementation of no child marriage policy because rules ae there but it's implementation aren't.
    2) Education on the issue can also lead to control this issue and that is only possible by having full participation of children in this .
    3 ) Infant mortality rate is something that encourages parents to have more child as if they loose one then they will have another. This is a major reason behind high child birth rate in bihar so the problem of infant mortality needs a permanent and perfect solution.
    Comparing UP and Bihar together , both the states TFR ( Total fertility rate) was 4.2 in 2006 which was quite disturbing but in 2018 we can see a decline in UPs TFR to 2.9 while bihar still around 3.2 . The gap in two states during the 12 years is because UP shows comparatively higer use of condoms with that of Bihar and that needs to be known by the bihar govt that how UP managed to encourage condoms for population control .
    The problems and solutions above shows theres no need to have a policy like two child but the decent health , education and no child marriage can show us a path towards the direction of prosperous India.

    What has it to do with English medium schools though? Look at the celebrities of our country..Many of them have more than two children 🙄 and most of them have received education from posh elite schools 🤷‍♀️ I don't have any problem with them because they can afford to provide for the children but the real target should be the underprivileged sections of our society regardless of their religious identity because they're the ones who breed more children (mostly) because for them more children means more hands for earning money..Another reason is bias for male child..In a nutshell, the overall economic condition of our country should be improved..For me that's the best recipe for controlling population..

      replacement rate is 2.1 i.e nearly 2 children will replace their 2 parents in next generation without causing much disturbance to population growth

    Malnutrition, illiteracy
    Migration has to taboo,there shd be some condition fr this migrated, because then u hv lesser ratio to handle.lesser expenditure
    Talking with their country to take care of their resident or handing over bk to them.
    Borders shd be sealed properly to handle this,no refugee camp
    Refugees only in like war like situation, otherwise not allowed or u cn say with condition.
    Population I cn say is in control ,but the present population looks like burden, burden increased from border,so handling there,ratio less, necessary things can be fulfilled without hassle.
    Security force ,a bill to be passed fr population control, with all the conditions to be brought in and changed,u cn add accordingly,

      It's kali yuga... So, processed sugar cannot be stopped as long as humans have lustful and greedy desires in their minds. It's not so easy to live like a yogi. But if all men and women became yogis in India alone, then Indians would have supernatural powers by birth. But Indians copied western culture and they are now too many + too much pain and suffering too. They need detailed education on "Brahmacharya" and cause and effect on birth-death cycles owing to law of karma, etc. Science itself has enough evidence that God is ultra-conservative being... humans of Kali Yuga are just blind to the answers in nature.

    First of all thank you so much for bestowed this debate to the public.although, I have been asking you to make one debate, in fact the" crime numbers in urban areas".on this communique, plethora of unprecedented crimes trajectory, They have been created by some of the perpetrators in the urban areas. albeit, in the Indian Major metropolitan cities, such as vengeance murder, ambush attack, conspiracy and also behaviour of, in the nature of pretend as whimsically in the public, although, intimidating them so peculiar attitudes and so on .so that my concern is about how will be mitigate, alleviate these rendered activities as seamlessly happened in front of the public, law and legislatures as to be as reinforced as tightrope manner, albeit, which are happening so often in the public area without any impunity and so on.this is only my ardent concern into the rajya sabha channel to bring about the befitting debate as well, moreover, we are waiting with this as unswerving in nature.

    Population Bill for UP (TFR:3.1) - good move,
    this should be bought in bihar(3.3), MP(2.8) ,Rajasthan(2.7) and Jharkhand(2.6) too, where the Total Fertility Rate(TFR) is more than 2.5
    other States already running below 2.0 TFR.
    People and Media in social medias need to understand this and not to untitle the law being targetted to religion, or govt jobs. and we can about politics behind the law when the agenda of the law in far future is fruitfull

    We have
    2% world area
    4% of world's area
    6% of World energy usage
    AND 17 % of World population..
    One can argue that we have the largest agricultural land ...Which explains the large population we have ...But it is certainly not a justification ..
    In future we will have Automation, 3D printing , AI and so on ...Therefore large population is certainly not desirable.
    Bihar and UP certainly needs to being its TFR down as they have large population base .
    Any Policy should have both incentives and disincentives to meet the ends ....
    India certainly needs to stop this non sense of Not doing anything leaving everything to its so called "natural course "...
    Our policy of not doing anything has resulted into dis-industrialisation while China could monetize the low end manufacturing and grow its industrial base and thereby its economy ....
