I recommend you look into similar programs or look for other scholarships that might support your studies. Letter of recommendation can come from an academic teacher or supervisor….not necessarily in your department. The second one can also come from your current employer.

Hi, with a HND certificate, you can do a Bachelor’s study in Germany; but not a Master’s study. To apply for this DAAD scholarship for a Master‘s study, you‘ll need a bachelor’s certificate.
Of course you can work while studying in Germany. There are students jobs and Minijobs. However, the city you choose for your studies matters too. For instance in big cities, you definitely have a better chance of getting good student jobs and lots of English-speaking jobs too.
