Actually there are governments that were run like a business. In the past companies like the East India Company or the VOC owned land had armies currencies all the trappings of state. So yes you can run it like a business.Its just that the practice has largely ended since the mid 1800s.The last major example was the Congo free state. Turns out that if you run your country like a business it devolves into mass murder just as bad as the nazis and communists. But this time its in the name of profit.
