To me it sounds like it was used for a demo, maybe on an instructions screen or title. I get a Happy Disc vibe from this. It would be cool if it was on a hidden debug screen.
Basing on the fact that the file was named “INTRO.INT” this was probably a loading screen or alternate title. Kind of sounds like it was meant to take the place of the record disc scratching, specificly “Toasty Buns”.
If the file was called LOGO.INT then it could be a alternete logo that could be unlocked by doing something, but it was scrapped and forgot to delete the file.

Since i'm a code diver, i never dive into Parappa code, they probably hid that in there for people to find.
