Just like how groudon and kyogre were said to create the whole hoenn region, and that also turned out to just be completely untrue.

I see it this way: Kyogre and Groudon are literally the sea and land; untamable, unpredictable and raw, they kinda do their own things but they also gave life to Earth. Lugia and Regigigas are born from their elements and took on the role of shaping, defending and protecting. Ho-oh has the same role as them but was born from Rayquaza only. These three appear to give help, guidance and to protect the world, that makes them guardians of the Earth by definition imo. Rayquaza is a _very special_ case. It's the ultimate guardian: not just of the skies or the Earth but also of life, of Arceus and the original trio as well. That's why it's a dragon, I believe. In Japanese mythology, dragons came right after the origin of the world, they're a symbol of strength, power, wisdom, happiness, immortality and perseverance, they bring harmony and are protectors of even the gods. So I see it as Arceus at the top, then the creating trio, Kyogre and Groudon who are the elements themselves, and Rayquaza who keeps everything in a balance and is the protector of it all. I don't think of Arceus that we encounter and catch as an actual god,but more of a vessel,created by him and for him so he could exist in the universe that he himself created. ehhh, it's more a connection as Lugia (yes, I know you're making a joke about the spelling error) as Lugia falls under the domain of Kyogre, the sea. Ho-oh also tends to fit more under Rayquaza's domain of the sky while the Legendary Golems fall under Groudon's domain. The only reason I can think that Rayquaza is connected at all with Lugia is due to Rayquaza being the master of the Weather Trio. Thus would have a connection to Manaphy, Phione, and all of the Legendary Golems as well.
This means we still have an insane amount of legendary Pokémon that haven’t even been made yet. Just following that theme alone they could has countless more to come.

But you know, even if we go full black/white and disregard the ties it has to UB canonically, even if we disregard that it has the only 3 primary characteristics of UB lore wise and that the only reason it isn't was because the devs chose to have the beast balls work differently on them from all other pokemon from other dimensions. Lets be real here, it makes sense that arceus and his children let humans catch them now and again. I mean it gets pretty boring just chilling in the next plane of existence with nobody else to talk to.
People keep saying „powerful gods until a 10 year old catches them and commands them like pets“, but I honestly believe more that the legendaries PURPOSELY let themselves get caught by trainers, befriending them. They get to hang out with them, they want something new, rather than doing their „job“ to keep the universe stable or whatever. It makes more sense to me that way.

ehhh, it's more a connection as Lugia (yes, I know you're making a joke about the spelling error) as Lugia falls under the domain of Kyogre, the sea.
Ho-oh also tends to fit more under Rayquaza's domain of the sky while the Legendary Golems fall under Groudon's domain.
The only reason I can think that Rayquaza is connected at all with Lugia is due to Rayquaza being the master of the Weather Trio. Thus would have a connection to Manaphy, Phione, and all of the Legendary Golems as well.

But lore wise it is speculated it has a strong tie to them and the main reason it isn't a UB (lore wise) is because if hasn't been observed to travel by ultra wormholes to travel between dimensions. So it isn't technically a UB lore wise that is literally because of a technicality about not having enough info.....
But you know, even if we go full black/white and disregard the ties it has to UB canonically, even if we disregard that it has the only 3 primary characteristics of UB lore wise and that the only reason it isn't was because the devs chose to have the beast balls work differently on them from all other pokemon from other dimensions.
Then considering the fact that it travels between dimensions unaided (as far as observed) would still hold a pretty big tie to the element of Space.
