What happens if you leave the flower heads or scapes?
Leaving the scapes draws energy away from buildingg larger bulbs so the bulbs when harvested are usually smaller in size.

Why my Shallots not growing? I put them in the ground in late September and now February, nothing come up. What did I do wrong? I dig it up to see, the Shallots looks exactly the same as the day I plant them.

No, you cut them at the soil surface. If you are talking about scapes, cut the scape stalk as close to the ground as you can get.
