No, the sooner you apply the better, gives them time to call you. Make sure you put the date of your trip so hopefully they call you before you go. If not you will need to go your 1st day in the park and get a case # also make sure your whole party is with you when they issue the paper pass.
One thing I’m curious about is it sounded to me like you said if you have mobility issues you don’t qualify for that pass unless it applies to the shows
@@76tennboy depending on the mobility, they will suggest for you to use a wheelchair and will not approve the pass. I don’t agree with this policy, but unfortunately the stand firm on the policy

No you do not need to buy a ticket to apply for the IBCESS, once you apply the application last for a year.

Because all the rides are wheelchair accessable we were told which follows ADA
