Honestly under this theory I would expect Candace to keep quiet because she knows he's trying to save the Tri-State Area and has saved her and her family. She knows he's doing it for a good cause so she doesn't say anything to keep his secret. Unlike her brothers that do elaborate and crazy things for their own enjoyment.
We're supposed to root for Phineas and Ferb? They sign contracts despite KNOWING they're underage ("Aren't you a bit young to be doing blah blah blah?" "Yes, yes we are"), they've caused numerous public disturbances, built some of the most hazardous contraptions, caused vandalism (Mount Rushmore as a prime example), have crashed several events and festivals... if I'm honest, I wonder how real any of this stuff is? Theory for another day?

She knows he is stopping a local villain, and has saved their family many times. ESPECIALLY after she learns the truth and starts paying attention. The same that happens with Danny, in Danny Phantom, and his sister finding out his secret without him knowing and subtly tries helping him out, distracting their family when he has to go ghost mode. Only Candace isn't as involved with keeping his secret from others, just keeping it to herself.
I like to think that Ferb knows too and just hasn't told anyone because... he's Ferb. My evidence for this is the episode "Ready for the Bettys" where Phineas and Ferb find Perry's lair and Phineas assumes Ferb made it all, and Ferb keeps trying to tell him he didn't. Ferb is surely smart enough to put together the platypus-themed secret agent lair under their yard with Perry's behavior throughout the show. Then, in the movie "Across the Second Dimension," he also doesn't express any genuine surprise when Perry's identity as an agent is revealed. Of course, that could be because he's famously unemotive, but it does seem a bit odd that he never verbally or nonverbally seems at all fazed by this reveal. Also, at the end of the show he dates Vanessa, so if at no other point, surely by then he would have figured it out because he would be spending a lot of time with the Doofenshmirtzes
That moment in "Leave the Busting to Us" somehow never occured to me lol. I totally like the idea of Candace and Stacy both indirectly trolling eachother by pretening they do not know. It is even more funny when you realise that they both know Vanessa This theory also makes the end of Where's Perry look like a desperate bust attempt lol, also Ferb totally knows something too.
I honestly think Phineas is the only one who is truely oblivious. Linda (mom): shows signs that hint that she knows what phineas and ferb are up to. Lawrence (Dad): Has helped Phineas and Ferb and given direct permission multiple times Candace: knows what phineas and ferb do and maybe perry too. Stacy: Knows perry's secret and has also seen what phineas and ferb do. Ferb: hinted to be mysterious and knows more than he let's on. (there's an episode where phineas and ferb are sent to Perry's lab and phineas keeps giving ferb all the credit despite ferb knowing it wasn't either of them.) Phineas: while being the brains of their everyday activities he doesn't even notice Isabella's love for him and mostly passes things off without thinking too deep into it.

I personally think the “mysterious force” that candace talks about in the first movie, is actually just Perry. Candace was simply trying to avoid mentioning perry, so she basically just used the term, “mysterious force.”
this is canonically explained in milo murphy's law. phineas and ferb have a sort of anti-murphy's law, that makes everything go right for them in the end. it's a literal mysterious force ensuring they don't get caught
I like to think she does know about Perry, and Monogram, and Doof, but just thinks it's another of Phineas' and Ferb's things. As for why she never tells, well, she may be a snitch but she likes to have evidence in place before she tells, and she's never had any evidence of Perry's double-life.
I always thought it would be more believable that Ferb knew about Perry. On Phineas’s birthday, Ferb wears a secret agent hat and sneaks off like Perry. There was also the one episode where the brothers went on a secret agent mission and Phineas thought that Ferb built everything and set the whole thing up
I think it is the mixture of both theories. The one about she is too focusing on busting her brothers and that she is on thin ice already when it comes to busting them. So even if she really knows what is going in the matters regarding Perry's other identity, she cannot do anything about it. The theory about her memory from the whole hallucination and her dream based on her memory is 50/50 to me because in the end, it is ultimately up to Candace to decide what she just saw. And considering what she went through, I won't be surprised if she dismissed it as nothing but a fantasy in her head that her brain created in an attempt to persuade her to stop busting her brothers. But I also won't be surprised if she did remembere them very well as well. P.S: Remember everyone, it's just a theory. A PHINEAS AND FERB THEORY!
Or, another possibility: maybe Candace actually cares too much about Perry and puts on a mean persona against him in order to keep him from knowing what she knows so he won’t be taken from them. I really hope the revival will focus on Perry's secret a bit more. Especially on his homelife, that was rarely explored. I would personally love to see the Flynn-Fletchers either actively try to find out where Perry goes every day; or even start suspecting there's something weird/unusual going on with their platypus - only to be later thrown off the scent by Perry himself, perhaps. I've given this some thought as well while writing the video, and I suppose Candace simply looks like an average teenage girl to Doof, just like Doof probably looks like any generic adult to Candace. Even though Candace saw Doof in the Badbeard episode and Doof saw her in the body switch episode, neither one of them probably paid too much attention to how the other person looked. Here's my own take on why I think she doesn't tell anyone about Agent P. While she herself has shown to not be too fond of the "meat brick", I think (like others have considered) she would have stumbled across the pamphlet, alongside the grapple gun as you pointed out, at some point while she was in Perry's body. Thus she'd probably come to learn the consequences of telling her family the truth. While I think Candace probably considered exposing Perry for a moment, she ultimately decided against it because she knows how much it would hurt Phineas and Ferb in the long run since it's no secret how attached they are to Perry. She probably couldn't stand to see their reaction if their beloved platypus was taken away from them forever and it was all her fault. Even with her own low opinion of the Platypus, she does still care quite a lot about her brothers. Plus she only wants to bust her brothers and prove she isn't crazy to her mother, not emotionally devastate them by ripping their beloved pet away just because of knowledge of his secret. So she keeps it quiet for their sake, probably as a silent way of returning the favor for all the things her brothers have done for her and/or because she knows, even with how much they annoy her, that Phineas and Ferb don't deserve something like that happening to them. That's just my take anyway.
I think Candace only knows it subconsciously, and for the gadgets, I wouldn’t be surprised if the vast majority of them are in his Lair when not in use

If candace is busting because she is absolutely panicked about her brothers endangering themselves, it is not impossible for candace to not want to tell about perry working for O.W.C.A for the sole reason she will be seen as not just crazy at first, but assuming the agents come in and take perry, pheneas and ferb who treat perry much better because they care about him would absolutely start disliking candace. We saw that pheneas can be cold to candace at times in a marvel based episode.
I'd say that Candace secretly knew about Perry's secret up until the entire cast that witnessed Perry as a secret agent got their memories erased by the Amnesia Inator in "Across the 2nd Dimension". The only time canonically and based on the timeline that people have put together over the years with subtle callbacks, she sees Agent P again is in "Where's Perry?" This is in part with "The Ballad of Badbeard", "Leave the Busting to Us" (taking place two weeks after "The Ballad of Badbeard"), "Does this Duckbill make me look fat" (taking place a week before "Leave the Busting to Us" and a week after "The Ballad of Badbeard") and "Wizard of Odd" (taking place 18 days after "Leave the Busting to Us"), Leaving all these instances to take place before "Across the 2nd Dimension", highly recommend The Glad in Gladiators timeline videos (th-cam.com/video/Hxm3NWYQYLc/w-d-xo.html) on the matter. The events of "Where's Perry" basically triggered her memory of all the instances she saw Perry before and why she is so insistent on talking about it while the others shrug it off. We can only assume that she got zapped with it again after the fact since this is never brought up again to this very day. Great theory video that makes more and more sense once you think about it.

I can tell you that you have not see Phineas and Ferb: Across the 2nd Dimension. In the movie, it was said that they would have to get their minds wiped to keep Parry, after knowing that he is a secret agent and they do. O.W.C.A would have want to check all their memories to see what they know enable to get ride of anything that is pertaining to Perry being a secret agent. So, Candice doesn't know that Perry is a secret agent after that. But I could be wrong for all I know
I can tell you I did watch the movie, I'm a huge Phineas and Ferb nerd after all x) The Amnesia-Inator used in the movie was used to only erase everyone's memories of the past day/of the whole second dimension adventure, and not all the memories related to Perry being a secret agent. Phineas even says "So our choice is to either forget the best day ever, forget the greatest adventure we've ever had and forget meeting Agent P, or remember today but never see Perry again?", so I believe it's implied that only their memories of the past 24 hours or so would be erased, meaning Candace would retain all of her past Perry-related memories
My theory is that she doesn’t talk about it, because not only will she sound more insane, because a lot of people know about Phineas and Ferbs abilities. Like most of the kids and teens in the neighborhood, as well as sports teams and entire alien races and more. She doesn’t know anyone who knows Perry’s secret. She doesn’t know Stacy knows. So it would be really hard to convince anyone about it. And she wouldn’t get anything out of it, unlike busting her brothers where at least she would get justice where the brothers can get away with everything, while she can’t get away with anything. Meanwhile what would the mother even do if they figured out Perry, ground the pet? How would Candice get anything from it? By starting to mention it the only thing she would gain is getting back the trust of her family that she lost by mentioning it in the first place. And also Perry has a pamphlet of the consequences of their family finding out, so if we are using the body swap episode to figure out Perry had the grapple, then she could have found that too. Busting the brothers would be much easier and more rewarding to her. And it’s probably way more frustrating to her that she can’t bust the brothers because so many people already know and the brothers aren’t even trying to hide what they’re doing.
The minute she decides to dig deeper than the surface (watching her brothers) to figure out exactly why the inventions disappear, is the minute OWCA will have to be on high alert. Perry might even have Stacey attempt to subvert Candace to lure her away, but Candace will still at least get close

I have a theory. It doesn't have anything going for it buti can't find anything to refute it. Dr. Doofenshmirtz cannot be Phineas' dad. Vanessa and Candace are roughly the same age, i don't think Heinz would cheat on Cherlene, and it's confirmed they only ever went on one date. But there is still a Doofenshmirtz left. Roger. Roger doesn't intentionally mess with Heinz but things sort of happen. I don't figure Heinz knows (If he did it would be a backstory, see Huge Hands Hanz). With Rogers Doofenshmirtz genetics it would explain Phineas' head.
You also have to take into account when Heinz and Cherlene divorced, which i place shortly after Phineas and Ferb pick up Perry. As for when Candace and Vanessa were born, i place those a few years (2-4) after Heinz and Linda's date, as it would take Heinz a bit of time to get back in the dating scene.

A moment would have been nice in a later episodes of a later seasons where candace would casually say to perry something in the lines of "Don't worry, I won't blow your cover", with perry silently being reliefed, maby with an appreciating nod.

If she found the grappling hook as you suggest during the body swap episode, she should have also found the pamphlet about relocating upon discovering his secret. (See the 2nd Dimension Movie) So she keeps its under wraps to not have Perry’s secret blown. Yes, she wants to Bust her brothers from potential harm (See how their mom was mad in the Rollercoaster Time Travel Episode & the Candace Dream within Perry’s Dream Episode). But she doesn’t want to take away their pet that they love so much, even if she finds Perry’s incognito actions annoying.

I honestly think Phineas is the only one who is truely oblivious.

Lawrence (Dad): Has helped Phineas and Ferb and given direct permission multiple times
Candace: knows what phineas and ferb do and maybe perry too.
Stacy: Knows perry's secret and has also seen what phineas and ferb do.
Ferb: hinted to be mysterious and knows more than he let's on. (there's an episode where phineas and ferb are sent to Perry's lab and phineas keeps giving ferb all the credit despite ferb knowing it wasn't either of them.)
Phineas: while being the brains of their everyday activities he doesn't even notice Isabella's love for him and mostly passes things off without thinking too deep into it.

I like to think she does know about Perry, and Monogram, and Doof, but just thinks it's another of Phineas' and Ferb's things. As for why she never tells, well, she may be a snitch but she likes to have evidence in place before she tells, and she's never had any evidence of Perry's double-life.
That is until the movie "Into The 4th Dimension", where everyone eventually does find out.

I always thought it would be more believable that Ferb knew about Perry. On Phineas’s birthday, Ferb wears a secret agent hat and sneaks off like Perry. There was also the one episode where the brothers went on a secret agent mission and Phineas thought that Ferb built everything and set the whole thing up

I think it is the mixture of both theories. The one about she is too focusing on busting her brothers and that she is on thin ice already when it comes to busting them. So even if she really knows what is going in the matters regarding Perry's other identity, she cannot do anything about it. The theory about her memory from the whole hallucination and her dream based on her memory is 50/50 to me because in the end, it is ultimately up to Candace to decide what she just saw. And considering what she went through, I won't be surprised if she dismissed it as nothing but a fantasy in her head that her brain created in an attempt to persuade her to stop busting her brothers. But I also won't be surprised if she did remembere them very well as well.
P.S: Remember everyone, it's just a theory. A PHINEAS AND FERB THEORY!
Or, another possibility: maybe Candace actually cares too much about Perry and puts on a mean persona against him in order to keep him from knowing what she knows so he won’t be taken from them. It’s entirely possible. Maybe all the meat brick comments were just a harsh moody teen cover up for her deep love and care for Perry.

I really hope the revival will focus on Perry's secret a bit more. Especially on his homelife, that was rarely explored. I would personally love to see the Flynn-Fletchers either actively try to find out where Perry goes every day; or even start suspecting there's something weird/unusual going on with their platypus - only to be later thrown off the scent by Perry himself, perhaps.
I've given this some thought as well while writing the video, and I suppose Candace simply looks like an average teenage girl to Doof, just like Doof probably looks like any generic adult to Candace.
Even though Candace saw Doof in the Badbeard episode and Doof saw her in the body switch episode, neither one of them probably paid too much attention to how the other person looked.

Don't Candace and perry have a moment in one of the movie specials where she gives him some kind of nod. I feel like there's an understanding between them.
I think Perry met up with Candace and told her what will happen if his secret got out and how Candace cares about her brothers she cares about Perry.
If she had found the tools when she was in Perry’s body, then there’s a chance she also found the pamphlet of what happens if the secret comes out. Meaning she would keep her knowledge a secret as well when it comes to Perry’s job and perry is keeping an eye on her in order to not have her spill the beans on perry. Meaning her bothers are fair game when it comes to busting.

Here's my own take on why I think she doesn't tell anyone about Agent P.
While she herself has shown to not be too fond of the "meat brick", I think (like others have considered) she would have stumbled across the pamphlet, alongside the grapple gun as you pointed out, at some point while she was in Perry's body. Thus she'd probably come to learn the consequences of telling her family the truth.
While I think Candace probably considered exposing Perry for a moment, she ultimately decided against it because she knows how much it would hurt Phineas and Ferb in the long run since it's no secret how attached they are to Perry. She probably couldn't stand to see their reaction if their beloved platypus was taken away from them forever and it was all her fault.
Even with her own low opinion of the Platypus, she does still care quite a lot about her brothers. Plus she only wants to bust her brothers and prove she isn't crazy to her mother, not emotionally devastate them by ripping their beloved pet away just because of knowledge of his secret.
So she keeps it quiet for their sake, probably as a silent way of returning the favor for all the things her brothers have done for her and/or because she knows, even with how much they annoy her, that Phineas and Ferb don't deserve something like that happening to them.
That's just my take anyway.
The last time I watched Phineas and Ferb completely was when I was little, so I never connected the dots that Candice would know Perry’s secret.

If candace is busting because she is absolutely panicked about her brothers endangering themselves, it is not impossible for candace to not want to tell about perry working for O.W.C.A for the sole reason she will be seen as not just crazy at first, but assuming the agents come in and take perry, pheneas and ferb who treat perry much better because they care about him would absolutely start disliking candace. We saw that pheneas can be cold to candace at times in a marvel based episode.

I'd say that Candace secretly knew about Perry's secret up until the entire cast that witnessed Perry as a secret agent got their memories erased by the Amnesia Inator in "Across the 2nd Dimension". The only time canonically and based on the timeline that people have put together over the years with subtle callbacks, she sees Agent P again is in "Where's Perry?" This is in part with "The Ballad of Badbeard", "Leave the Busting to Us" (taking place two weeks after "The Ballad of Badbeard"), "Does this Duckbill make me look fat" (taking place a week before "Leave the Busting to Us" and a week after "The Ballad of Badbeard") and "Wizard of Odd" (taking place 18 days after "Leave the Busting to Us"), Leaving all these instances to take place before "Across the 2nd Dimension", highly recommend The Glad in Gladiators timeline videos (th-cam.com/video/Hxm3NWYQYLc/w-d-xo.html) on the matter. The events of "Where's Perry" basically triggered her memory of all the instances she saw Perry before and why she is so insistent on talking about it while the others shrug it off. We can only assume that she got zapped with it again after the fact since this is never brought up again to this very day. Great theory video that makes more and more sense once you think about it.

I can tell you that you have not see Phineas and Ferb: Across the 2nd Dimension. In the movie, it was said that they would have to get their minds wiped to keep Parry, after knowing that he is a secret agent and they do. O.W.C.A would have want to check all their memories to see what they know enable to get ride of anything that is pertaining to Perry being a secret agent. So, Candice doesn't know that Perry is a secret agent after that. But I could be wrong for all I know
I can tell you I did watch the movie, I'm a huge Phineas and Ferb nerd after all x)
The Amnesia-Inator used in the movie was used to only erase everyone's memories of the past day/of the whole second dimension adventure, and not all the memories related to Perry being a secret agent.
Phineas even says "So our choice is to either forget the best day ever, forget the greatest adventure we've ever had and forget meeting Agent P, or remember today but never see Perry again?", so I believe it's implied that only their memories of the past 24 hours or so would be erased, meaning Candace would retain all of her past Perry-related memories
My theory is that she doesn’t talk about it, because not only will she sound more insane, because a lot of people know about Phineas and Ferbs abilities. Like most of the kids and teens in the neighborhood, as well as sports teams and entire alien races and more. She doesn’t know anyone who knows Perry’s secret. She doesn’t know Stacy knows. So it would be really hard to convince anyone about it. And she wouldn’t get anything out of it, unlike busting her brothers where at least she would get justice where the brothers can get away with everything, while she can’t get away with anything. Meanwhile what would the mother even do if they figured out Perry, ground the pet? How would Candice get anything from it? By starting to mention it the only thing she would gain is getting back the trust of her family that she lost by mentioning it in the first place. And also Perry has a pamphlet of the consequences of their family finding out, so if we are using the body swap episode to figure out Perry had the grapple, then she could have found that too. Busting the brothers would be much easier and more rewarding to her. And it’s probably way more frustrating to her that she can’t bust the brothers because so many people already know and the brothers aren’t even trying to hide what they’re doing.
The minute she decides to dig deeper than the surface (watching her brothers) to figure out exactly why the inventions disappear, is the minute OWCA will have to be on high alert. Perry might even have Stacey attempt to subvert Candace to lure her away, but Candace will still at least get close

Headcannon: Perry has flesh pockets, that's where he keeps his fedora and gadgets
I have a theory. It doesn't have anything going for it buti can't find anything to refute it. Dr. Doofenshmirtz cannot be Phineas' dad. Vanessa and Candace are roughly the same age, i don't think Heinz would cheat on Cherlene, and it's confirmed they only ever went on one date. But there is still a Doofenshmirtz left. Roger. Roger doesn't intentionally mess with Heinz but things sort of happen. I don't figure Heinz knows (If he did it would be a backstory, see Huge Hands Hanz). With Rogers Doofenshmirtz genetics it would explain Phineas' head.
You also have to take into account when Heinz and Cherlene divorced, which i place shortly after Phineas and Ferb pick up Perry. As for when Candace and Vanessa were born, i place those a few years (2-4) after Heinz and Linda's date, as it would take Heinz a bit of time to get back in the dating scene.
