RGB Curves is no longer in premiere I think -- can't find it when I search in effects.
I had the same issue. Just go to the Color tab up the top, then Lumetri Color will open on the side, select the RGB curves dropdown and it's all there

May I ask you why you added 2 black video layers in the end? couldn't you add an adjustment layer and add crop to it to get that 4:3 aspect?
You can. That’s why I like Premiere, you can achieve the same result in many different ways
