That would be the max speed because the buffer is designed for bringing the elevator to a gentle stop at the bottom of the shaft. If the elevator would be off of service mode he wouldn't be in that shaft because of safety concerns , during service mode the elevator is controlled at a slow rate to protect the serviceman inside the shaft.
