It's true, I was an engineer for JCB and they had to enforce a blanket-ban on all 'improvised tooling' even a DIY rake for pulling swarf out from gulleys had to go (well, hidden from the inspector) but some things really are dangerous. Making cutting tools out of a valve stem, although great fun, it's likely to be full of weld stress and run out of 'truth' I presume it wasn't tempered to make it tougher and remove the embrittling which would result from if the heat affected areas from the welding were quenched. So it's likely to break at 2000rpm and that's when you hope you put the safety specs on, put it that way!
