The control mark (palm in central field) exists for several mints, including Trier and Siscia. 8:41 "Barbarous radiate" imitating Claudius II Gothicus 17:55 Licinius II, PROVIDEN-T-IAE CAESS, Jupiter standing left, holding Victory on globe and sceptre; SMN in exergue, palm and E in field; Nicomedia mint, 5th officina, a type issued 317-320 AD.

No, there is no way of knowing if the field was with roman activity, all you can see is if there is some pottery or building material around.. Bigger roman citys and town are well documented, but small villages like these don't exist in the records..
