Despite her actions, Kuvira still loved Baatar. Konietzko confirmed this in his commentary of the episode. She just loved power a bit more. I believe that Kuvira was genuine about her love for BJ. But she decided to make the sacrifice for the sake of her Empire - she might be going about it the wrong way, but she really does want what's best for her people. She's willing to sacrifice everything she loves for the sake of what she considers the greater good.
The narrative of the show frames it as if she's an incredibly determined badass, rather than an imperialist warmonger willing to kill whomever should it further her goals of expansion.
