There are shotguns that don't require live ammo to fire. You could load anything into at least some shotguns and they'll still fire. I think some SWAT officers who use shotguns load them with styrofoam in order to incapacitate someone non-violently. In Tom Clancy's Ghost Recon Wildlands, one of your squad mates might mention that they had a neighbor who loaded their shotgun with salt.
