The only problem is that Xander closes in too which is an even bigger problem. I'd give it at least 5 turns or so before he gets into spitting distance of doing harm.
The same thing happens if you kill every enemy unit. Even if you kill Xander and his retainers, he will still come after you when the map is over. I don't know what happens if you kill Garon though.
