I don't think the vocals are actually being heard, instead you're hearing a side effect of the knowing what they are already saying, when music is played a certain way it can still sound as if words are being said, your brains essentially putting the words in place. Either that or yeah he just heavily reduced the sound of there voices

Sonic 3 was released in 1994 and Hard times was released in 2008. So they should’ve definetly kept the Ice cap zone in origins.
