What Anthony is trying to say is "The Prosecutor can DENY allowing for you to be an informant after he has the sitdown with you". He can feel that what you have to offer isn't worth the trade off of a reduced sentence. Additionally, when given a PROFFER Agreement, you MUST Confess ALL YOUR SINS and NOT leave out anything or YOU VIOLATED the terms of your agreement and NOW you can be charged FOR EVERYTHING you confessed to. That is why it is a TRICKY thing to pull off. You can even have FORGOT about a crime you did and it can come back to HAUNT you.
