Windows 11 Local Account IS Possible WITHOUT a Microsoft Account. Follow these steps.

This still works with the official release. Just take disconnect the computer from the Internet when you are asked to sign into an online account. Then go back and the wizard will ask for a local username and password.

This still works in Dec 2021. First install updates with ethernet cable plugged in. Then disconnect and you can create a local account. ▼

This will not be possible with the official public release in holiday 2021.

Wait and see what happens later this year. Not everyone will have a computer connected to the internet so there is usually backward compatibility. Windows 10 still has this ability so it's not going away soon. Plus in business cases, there are domain accounts and they are not internet accounts.

@@Birakit microsoft has stated internet is mandatory for home edition. If one does not have internet, then they can upgrade their product key to pro edition in microsoft store.
