  • Some tenants at a Harlem apartment building are facing eviction. They've gotten notices saying they're months, if not years, behind in rent, but as CBS2's Natalie Duddridge reports, they thought it was being paid by the city's rental assistance program.

    The landlords wants them out so they can get more money from rich renters. It’s greed . This is sad . These families do work but because of the high cost of living and job wages not matching rise in the cost of living ,they need assistance. People better humble themselves living in New York. There is no more middle class your the working poor. We are all one step from falling down, just thank God it’s not you and pray for them. Trillions of of American tax dollars leave this country and no one says a word but when it comes to help homeless American families everyone is outrages. We should be outraged that in the most powerful country in the world we have homelessness.

      the news report says recertifications are delaying payment, if that's true, how is it due to landlord wanting to raise rent if they are not receiving payment from the voucher program or if the tenant did not recertify with program so they can send payment.

    Those saying they didn’t pay their share are making big assumptions. First off I was in that situation last year and was paying my share. However my payments were not made several times and were backed up to where I was being threatened with eviction also, and it was section 8 just letting it pile up and although I called, emailed and left messages with section 8 about the notices I was ignored for months at a time. They eventually paid but it’s a very scary situation especially with a child and I too was working don’t just assume that people are just balling living off the government cause it’s not like that.

      dont you say that this is done intentionally to keep people out of homes. they know that once youre out no one else will rent to you because everyone will say they dont accept programs. pretty soon your apartment will say they dont. thats why they are causing evictions..the programs are in co ops with the housing.

    The inspector general for HRA/DSS needs to thoroughly investigate why these city agency employees are not doing their jobs and filing the necessary paperwork to get the tenants' rent paid out to the landlords.

      Because the clients they are trying to help are not submitting the paperwork in time, or even at all, to the caseworkers. There is a yearly certification of the funds to make sure that no one is exploiting the system.

      @@Heyymynameisjbells That's a generalization of the situation, that does not apply to ALL of the tenants receiving this voucher. My friend was in this predicament in 2021 when she recertified with HRA. All her documents were timely submitted and the landlord stated no payment was issued on her behalf. It took almost 6 mos. for HRA to respond to her and the landlord and finally submit the rent.

      @@pen.and.profit that is not true. The packets are being sent through docu-sign, they are sent out automatically. It is literally the clients not doing the paperwork or not doing it in a timely fashion.

    Catholic Charities Homebase and CAMBA both have been disgracefully managing FHEPS. Our clients cases are being closed unprovoked...and many have not received recertification letters.

    I am blessed in that I am able to work at 59 and pay cheap rent in Raleigh NC although Raleigh is getting very expensive for housing with many people moving here from up North.

      @@RM360CR it's for working people. They pay their part of the rent. The program don't do their part. Some people are not able to work. I've worked 20+ years and had an accident. I can no longer work. Thank God I live in a building where the rent goes according to your income. Everyone rent don't change and they may end up in a shelter starting over. Praying you remain able to work. Praying your life won't change in a blink of an eye. Pray for them to get help. It's too much going on to be mean. Blessings

    Even after this report HRA & CITYPHEPS hasn't cleaned up their acts. I to a CITYPHEPS voucher holder have been flip flopped with this as well. How long can HRA & the city keep letting us all suffer like this? I was homeless for 7 years bamboozled to a small unit instead of an apartment i originally applied for & hearing of low staff shortages in all these Centers ? When will this be addressed by our city & State Officials. But no they ignore it & drag their feet like its not a serious subject. What a shame!

    It is not being paid because they are not complying with the HRA program. Part of the program requires them to work and these people are not working.

      @@1911Earthling Part of the process is a yearly income verification to make sure they are still complying with the program and when they do not submit these documents, or even have the document to submit in the first place, that’s the problem. I work for the state so I know what I am taking about.

    This is why it's important for parents to be on their kids to do well in school and have a plan ;got to have that conversation starting at age 14. My nephew is falling in that trap 22 years old has two kids already, he doesn't work; his baby's mother doesn't work now he's on line hoping to get a voucher.

      Doing well in school doesn't prevent homelessness. I have a master's degree and spent eight years in shelters. I couldn't get responses to my job applications, and I'm in no condition to stand eight hours a day, so those kinds of jobs are out.

      First New York is one of the most expensive places to live people making six figures are struggling number 2 there are plenty of people who have degrees including masters etc and yet are homeless a degree is not the end all and be all, people are too complex and life is too unpredictable. Number 3 a lot of people who are on section 8 have jobs and pay taxes like everybody else. Number 4 the mothers with children on section 8 could have been living a nice middle class life but was tired of getting the crap beat out of them by their abusive partners and had no where else to go or they were living a nice middle class life but health problems arose and they couldn’t work any longer even with their degrees( people with degrees get serious health problems too). Once again people and they lives are complex and life events are unpredictable

What we as New Yorkers need to be worried about are these immigrants that are living n these fancy hotels and they soon will be in these new rent stabilized buildings when we have our own homeless people and even veterans that can not even afford to by food.     Landlords do this all the time with section 8 tenants saying they owe thousands of dollars in back rent and it’s not because the tenants didn’t fill out forms. The thousands of dollars is not owed by the tenants as long as the tenant pays their 30 percent the rest is paid by section 8 and sometimes they don’t pay their share of the rent on time and the landlords knowing this still send eviction notices to the tenants scaring them on purpose to see if they can get their money but I believe if the tenant pays their share the landlord may not be legally able to evict the section 8 tenant the media acts like this is something new but the section 8 program have been slow in some cases to pay the rent on time and landlords have sent eviction notices to the tenants because of it for decades. It should be a law for landlords to not be able to purposefully terrorize the tenants when section 8 doesn’t pay their share, when the landlords know who is supposed to pay what and agree to accept the section 8 tenant. Once again there is no rent payment agreement to be made if the tenant is paying their share of the rent, the tenant is not legally obligated to pay section 8 share.

      It’s likely you’re right that it is not permanent and all is temporary. I hear about people’s rent being frozen permanently growing up. I was helping someone who got rent frozen last year and has to renew this year.

      Welfare shouldn't be permanent. It should be temporary; help you get on your feet and then you got to do your thing. And I personally believe it should be paid back once you get on your feet. One of the reasons New York taxes are so high.

      There are no receipts for monthly rent coming from City FHEPS ...the landlord should give the tenants receipts but are not required to. Many tenants who ask for receipts are given excuse after excuse. We have to often contact the landlords to request rent breakdowns every six months for our clients.

    I can tell you why the landlords are not settling with the city. They are tried of the BS. While everyone is playing games and figuring out what to do those bills keep rolling in. They needs to be paid with actual money. The bank, and utility companies and taxes don’t care who pays what but they want thier money. If they don’t get their money they start taking stuff away. You can cry all you want but you gotta pay those bills.

      City FHEPS owes me $18,000. I will never work with vouchers again. On another note in another situation, Emergency Rental Assistance Program (ERAP) never sent $$$ for tenant that lived out $12,000 in back rent in 2020. The state announced their was a moratorium and new protection for tenants and because of that many tenants stopped paying rent. ERAP announced we can help landlords (and tenants) if you apply for this program, they have you wait months in hopes you are compensated to then turn you down. The agencies don't want to pay and the landlord is stuck with paying all the bills, fixing the apartment (again) and cleaning up the mess the agencies leave

    Seems like a lot of Programs are backlogged and short staffed. The article mentions recertifications are delaying payment, if there really is a gap and wait in the landlord not receiving payment in the amount of $7,000 then this type of voucher should not exist.

      the tenant should have receipt when payment is being made every month and not assume. as soon as you see the month has not been paid, reach out to the voucher program to get it resolved. if the tenant gets evicted. it's the program fault.

A lot of people have been taking advantage of the eviction moratorium and stopped paying their share, but without more details who knows her real situation.

    There doesn't appear to be anything wrong with these people so that they're unable to work. And what happened is that they're probably not paying their share of the rent. Rental assistance doesn't pay the whole thing.

      Homeless shelters cost $4-5,000 a month per head. This is far cheaper, and the state constitution says that the government has to provide for the needy. The right to shelter in NYC was won in 1981. Now the effort is to change it to a right to housing because of the rampant abuse and profiteering by the so-called non-profits that run shelters and pay their CEOs half a million in funds received from the government while serving moldy food and having people sleep on uncomfortable cots infected with impetigo.

      Not everyone can get NYCHA housing. I applied for NYCHA in 2006 and was told then it had been frozen for 11 years. I became homeless in 2012. I applied again a few years ago when the window opened for a couple of weeks. I haven't heard anything.

      @1911 Earthling I'm 55 n my wife is 50 both retired now. Me stroke her lupus among other things, I get $1600 a month she got zero $$$ becuz state said NO. My only son is a truck driver at 26 n single. He works 3 weeks straight on the road come home for 2 days then back to work just so he could help us with all the expenses. My house that I bought has me wife n son's name on the tittle so when we are no longer here on earth everything I have WILL BE HIS. I'm not complaining I'll get by but is BS when people refused to work cuz they don't want to n wants hand out from the governments n cried when they don't get it thats what PISSED me off. I spent over 20 years up til my stroke building state of the art fire trucks that save thousands of lives every day in the world, but when I needed help they screwed with me for 2 years before they give me my disability $1600 a month. Every dollar I saved, 401k, stocks just to survive. My n I used to make between 80 n 100k a year but now $1600 a month n still have to keep our roof lights waters n car payments...sorry if I said too much!

    This whole system is jacked up. First of all ppl who really need housing like the physically disabled etc.. you kno ppl with actual problems can't get it or are in the wait list forever. I kno ppl personally who live in section 8 housing and have decent jobs, some have a man living there ( if you have a whole man laying up with you there's no reason why you should need help paying rent) not being sexually responsible , multiplying and not having a job is not a qualification to have the government and taxpayers pay your rent but magically you and your litter have matching latest Jordan's. You have those god awful tarantula eyelashes and lace front with the giant baby hairs. City workers are overwhelmed, there should be a more extensive and strict vetting process to be approved for housing
