True. There is a reason for the crack - expansion n contraction. Cement would be worst option since it will crack right along the line and eventually it will just chip off. The crack is on the upper wave so simply placing a piece of broken sheet over the entire crack works permanently too. Problem is if the crack is on lower wave where all the water flows. Did you try a Silicon based (flexible) glue ?

He's dissolving thermocol articles in a petrol base to form a gel. You have to judge the amount of gel needed for filling out. Because the petrol evaporates fast.
