He chooses the direction. The lathe is reversible via those two levers with wire/cable attached and going down thru the table. They shift a wide flat belt that is behind the headstock. Tools cut both ways depending on how they are presented to the wood.

50-60-ти летнее дедки из бывшего СССР на станках 50-х годов такое вытворяют, что, чтоб повторить - нужен 3-х осевой станок с ЧПУ, а эти детки ещё и копейки зарабатывают.
P.S. Наверно это как после войны было много ветеранов и они никому были не нужны, а сейчас ...
