In taekwondo they do teach blocks similar to karate but alot of the blocks that are used would have little effect in stopping a fast powerful kick to the head or the body, the best method would be not be in the strike zone, also the martial arts philosophy is different. Karate is more self defence oriented based off its roots, taekwondo focuses on powerful and fast kicks
I think it's ok that taekwondo guy doesn't use his hands even karate girl use them because it's Olympic Karate and Olympic Taekwondo, they are Olympics
