From 2007 onwards, the budget model of the 360 came with a bundle of XBLA demos including an UNO demo, but it was on a physical disc. Even in the audio, he doesn't seem to actually be saying that it "came with" his xbox. He says to go to the store and get it for free. I'm guessing that the game was just made free for a limited time.
