The reason why switch moves are usually above 60 base power is because technician would boost them. It’s honestly very niche, but gen 8 did introduce Toxtricity, so that decision made in gen 4 prevented something at least, albeit 4 gens later. Also U-turn is supposed to be balanced out by the fact that it’s bug type, which aged pretty badly in terms of balancing. In terms of countering this specific scenario, Excadrill can eat a U-turn and Volt Switch, and a Water Absorb mon can take a Flip Turn. Hazards can mess up a Choiced Switcher.
I mean as unprecedented as it would be, since Game freak hates nondivisible by 5 base powers, they could just nerf them all down to base 61 power making them both weak and unboosted by technician still.
It would be interesting if they made a steel type switch move but made it so it always moves last and no bulky steel types or mons get it, you know just for laughs.
I wish dig and fly were changed to be switch moves could see some interesting play with that. Imagine an unburden flying gem switch out from a Hawlucha.

Tbf, U-Turn would be even more broken on Scizor if it eas nerfed to 60 power
It's fine for Scizor since it's a bug type and they should get more love, I hate when Lando-T spams it 💀

Switch moves are broken but i love it i just worry that pult might get banned cause of high speed and it's unpredictable nature
