Criminal Unknowingly Delivers Himself to me - Star Citizen

Star Citizen gameplay where a criminal inadvertently approaches me, as i am farming NPC bounties, leading to an unexpected bounty claim.
I'm pretty sure he was accepting an unlawful salvage mission, and using a tractor beam on the ship is considered a criminal act. It seems, according to current thought, to not be a bug.
