- Tensions remained high in Nouméa, the capital of New Caledonia, on Friday after days of riots as the French government’s representative said areas of the Pacific territory had “escaped” state control.

Louis Le Franc, the high commissioner of New Caledonia, announced new security deployments. The number of police and gendarmes on the island will rise to 2,700 from 1,700 by Friday evening. “Reinforcements will be arriving … to control the areas that have escaped us in recent days, where control is no longer assured,” Le Franc told reporters at a briefing. One person suspected of homicide surrendered to the authorities, he said. After rioting that began on Monday, leaving five dead and resulting in hundreds of arrests, Thursday night was relatively calm, he said. However, there were still points of confrontation and concern in Nouméa.

Half of the residents who can vote are indigenous the other half is composed of mixed people, white, polynesian and others. The huge majority of voters are born in New Caledonia and they rejected the independance 3 times.

1. New Caledonia was included in the UN decolonisation list in 1946. This was reconfirmed by the UN Decolonisation Committee on 28 October 1987.
The French response on both occasions was to claim it was an integral region of France.
2. The French Socialist Government of Mitterand promised and prepared a bill in April 1985 to move New Caledonia towards independence by 1986 through a referendum. This did not take place.
3. At the 1988 Paris talks the Matignon Accord was reached, providing the broad framework of a ten year transition plan leading to the decolonisation of New Caledonia. This did not take place and let to riots.
5. Between 1990 and 2013, the population of New Caledonia grew from 169,000 to 256,000. During that 23 year period the New Caledonia birthrate dropped from 17.53 per thousand to just 8.72 per thousand, almost exactly half. This means means that most of the 87,000 population increase were external arrivals, mostly from France.
